Implementation in the budgetary process

Implementing Gender Budgeting in the budgetary process must do one thing in particular:
The goal of gender equality between women and men in the distribution of resources must be given greater weight in the process of weighing up goals. To this end, the process of preparing decision-making on the budget must be reshaped. The following steps can contribute to this:
  • Important information is gained from implementing Gender Budgeting within the context of the individual specialist tasks. This information must be processed in such a way that it is available in good time to serve as effective guidance information in the process of preparation and decision-making for the budget.
  • Questions on gender equality are asked in the participation and hearing procedures for the budget, and gender equality actors are integrated.
  • The budget statement is shaped in a way that is oriented to gender equality. This means that the government gives an accountability report on this subject by demonstrating the contributions in the budget to gender equality between women and men in the distribution of resources and giving it appropriate weight and drawing public attention to it.
In addition to this, the execution, accounting and control of the budget should be shaped in such a way that information required is available at once to the persons responsible for the individual specialist tasks so that a gender equality-oriented assessment can be carried out.

For the Federal Budget, a viability study is currently (April 2005 to March 2006) being carried out and is working out proposals for the technical implementation of these steps.
